About this speaker
Carlos A. Pineda Pinel is a Honduran lawyer and reform strategist best known for co-designing the legal and governance framework of the ZEDEs (Zones for Economic Development and Employment)—a bold model of autonomous special jurisdictions. He served on their national oversight body (CAMP), helping adapt global best practices in law, arbitration, and institutional design.
He also co-authored Honduras’s Investment Promotion Law, launched the first online company registry in Central America, and led the creation of the country’s e-government platform.
Carlos advises governments, developers, and investors on Special Economic Zones (SEZs), incentive structures, and legal innovation. He has represented clients in national courts and before the Inter-American Commission on Human Rights.
He holds an MBA from IE Business School, a Master’s in Law from UNITEC, and has trained at Oxford and Harvard in negotiation and public-sector innovation.
Through his firm, Developing Concept Consulting, he offers advisory services on legal frameworks, institutional design, and SEZ development.
